Brief Profile of Eng. Ms. Namalie Siyambalapitiya

Namalie Siyambalapitiya is a Chartered Civil Engineer and a Planner in Transport and Highways. She passed out as a Diplomate of National Diploma in Technology (Civil Engineering) from UoM in 1983. Immediately she joined Water Supply and Drainage Board as an Engineering Assistant and worked there until she has been selected to serve as an Inspector of Apprenticeship at then National Apprenticeship Board in June 1984.

She pursued her studies further and joined Road Development Authority (RDA) in October 1988 after qualifying as an Engineer by passing the part 11 examination (in Civil Engineering) of  Institution of Engineers, Sri Lanka. At RDA she has served in different capacities under various designations. She has delivered the responsibilities as Site Engineer, Resident Engineer and Project Engineer attached to several Bridge and Road Rehabilitation, Improvement and Construction Projects. She was the Counterpart Engineer for the feasibility study of Southern Transport Corridor Project (Present Southern Expressway, E1) carried out by Wilbur Smith Associates Ltd. USA.

She has been served as the Chief Engineer, Planning RDA from June 2002 to the date she has been invited to take up the appointment as the Director, Planning and Research at the National Transport Commission (NTC - the premier regulatory organisation in transport sector) in October 2005. Until her return to RDA in April 2008 she has involved in setting up and implement several new functional sections and projects at NTC and contributed immensely to establish professionalism in the transport sector in Sri Lanka. She has also worked as the Director, Policy at NTC for a short period of time.

During her 30 years long career she has involved in training activities related to middle level technical personnel, undergraduate and post graduate students of various Universities and other educational institutions. She has over 25 years experience as an Engineer /Planner in Highways and Transportation sectors in Sri Lanka and aboard. She has experience in Corporate and Strategic planning in addition to the road infrastructure construction, project formulation, management and contract administration and procurement.


She has participated in extra curricular activities during her school, University and professional career holding responsible positions of various associations and Institutions. Presently she is a Trustee of Institution of Incorporated Engineers, Sri Lanka, a Vice Chairperson of  The Chartered Institute of Logistics and Transport Sri Lanka (CILT SL), She was a Co-Chair of Women in Logistics and Transport Sri Lanka Forum at its inception and now holding the position of Regional Coordinator South Asia of WiLAT Global forum which is managed under the patronage of CILT International. The secretary of the John Dinadas Memorial Trust Fund under, CILT SL, Vice President of Alumni Association of University of Moratuwa, President of the Welfare Association of Planning Division, RDA and an active member of many other committees and associations.
